Answer first
An application alone does not reserve funding. Home Energy Scotland states that funding is reserved when a written offer is issued, subject to availability.
You can still research, speak to FLO, survey the property and obtain the itemised quote needed for the application. The installation start is the line that must wait.

FLO can discuss the property, prepare the installation route and keep the funding steps connected to the system you may actually buy.
Application is not approval
The scheme processes eligible complete applications in order, but money is not reserved merely because a form was submitted.
Wait for the written offer and sign the agreement before allowing installation work to commence. Keep scheme messages with the project records.
Use the waiting period productively
Arrange property assessment, compare installers and prepare the itemised quote and supporting documents. Resolve planning, access and electrical questions before scheduling.
Tell the installer that funding timing controls the start date. A provisional slot should not become unauthorised work.
Know what counts as starting
Do not assume deposits, enabling works or material orders are harmless. Ask the Services Delivery Team how the terms apply to any step you are considering.
FLO can coordinate the quote and installation plan, but Home Energy Scotland makes the funding decision.
Check the rules again before acting
Funding is subject to availability and terms can change. Use the official page and your written offer rather than a screenshot or old advert.
If urgent heating failure changes the project, contact the scheme before commissioning replacement work.

Questions people also ask
Can I book a survey before funding approval?+
Yes. A survey and itemised quote are part of preparing the application; do not start installation work.
Does submitting the application reserve the grant?+
No. Current guidance says reservation happens when the written offer is issued.
Can funding be backdated?+
The published scheme says it cannot be granted retrospectively.
