What you need to know
Possible in some flats, difficult in others
A self-contained modern flat with a suitable external position and clear ownership may offer a practical route. A traditional tenement with shared walls, a protected frontage and no obvious outdoor space can require substantially more investigation.
The answer may be an individual air-to-water system, an air-to-air approach for selected spaces, a communal project or a different heating strategy. The building and legal arrangement decide which options deserve assessment.

Tell FLO about the building, current heating, possible outdoor space and ownership arrangement so the right technical questions can be identified early.
Confirm what the homeowner controls
External walls, roofs, gardens, closes and service routes may be common parts even where the flat itself is privately owned. A proposed unit or pipe route can therefore require consent beyond the individual owner.
Tenancy, factoring and title arrangements vary. FLO can explain the technical proposal, but you will need to obtain any necessary legal, landlord, factor or co-owner permissions.
- Who owns the proposed mounting area?
- Would pipes cross a common part?
- Is scaffold or shared access required?
- Are landlord, factor or co-owner approvals needed?
- Does the building have listed or conservation status?
Find a viable outdoor position and route
Balconies, roofs, rear gardens and external walls create different structural, visual, sound and maintenance questions. The position must meet equipment requirements and remain safely accessible after installation.
Long or complex pipe routes through common spaces can change cost and feasibility. Condensate also needs a planned discharge route that will not create a nuisance or winter hazard.
Plan heating and hot water inside limited space
Flats often have less plant space than houses. Existing direct-electric homes may have no wet radiator circuit, while former combi-boiler properties may have no cylinder. Those starting points materially alter the project.
Air-to-air heat pumps can provide space heating and cooling in suitable layouts but generally need a separate domestic-hot-water solution. Air-to-water systems need the emitter, pipework and storage arrangement designed together.
- Current heating and hot-water system
- Cupboard or plant-space availability
- Pipe routes between rooms
- Indoor-unit positions for air-to-air options
- Electrical capacity and meter arrangements
Use an early feasibility stage
Before paying for detailed design, assemble the title or factor information, photographs of possible external positions and a plan of the current heating. FLO can then identify whether a site assessment is justified and what permissions need to be resolved.
Do not rely on a neighbouring installation as automatic permission. Its ownership, planning history, equipment and building relationship may differ from yours.
Keep in mind: FLO can assess heating and installation feasibility but cannot provide legal advice or grant permission on behalf of owners, factors or planning authorities.

Questions people ask
Can I put a heat pump on a tenement wall?+
Possibly, but ownership, structure, planning, sound, access and manufacturer requirements all need to be established first.
Do I need the factor’s permission?+
That depends on the title and proposed use of common property. Check the building’s ownership and consent process before committing to work.
Can an air-to-air heat pump work in a flat?+
It may suit some layouts for space heating and cooling, but room coverage, outdoor-unit position, condensate and separate hot water must be assessed.
What if there is no room for a cylinder?+
That may affect whether an air-to-water system is practical or point toward another hot-water and heating arrangement. It needs an individual assessment.
