Answer first
Home Energy Scotland currently gives £13,000 as an illustrative average for an air-to-water heat pump, before funding. That average includes homes needing extensive upgrades and homes needing little work, so it is a benchmark—not a quote for an oil conversion.
A property with suitable pipework and emitters may be close to the core system cost. A large rural home needing a new cylinder, radiator upgrades, distribution work, electrical changes and compliant oil-tank decommissioning can be materially higher. Only a room-by-room survey can separate required work from optional work.

Price the whole conversion
The system price normally includes the heat pump, hydraulic components, controls, installation labour, commissioning and certification. Many oil homes also need a compatible hot-water cylinder because an oil boiler or combi arrangement has different storage and temperature requirements.
Radiators are checked room by room at the proposed heat-pump temperatures. Some may be retained, some enlarged and some replaced. Pipework should be assessed hydraulically rather than condemned by diameter alone.
Deal with the oil equipment explicitly
The quote should say whether the old boiler is removed, made safe or retained temporarily, and whether the oil tank is emptied, cleaned, removed or left for a specialist. Access, residual fuel and contaminated ground can affect this work.
Do not assume tank work is included because the sales total says “complete installation”. Ask for it as a named line item and confirm who carries the waste documentation and liability.
Use funding before work starts
Eligible Scottish owner-occupiers can currently access a heat-pump grant of up to £7,500, or £9,000 with the rural uplift, plus an optional interest-free loan within scheme limits. The written offer must be in place before installation begins.
Home Energy Scotland lists necessary heat-distribution upgrades, electrical connection and replacement cylinder among eligible costs when they are required for the renewable system. Eligibility and available funds must be checked directly; neither an installer nor this article can approve an application.
Demand a scope that can be compared
Two totals are not comparable unless they include the same rooms, temperatures, cylinder, radiator work, electrical work, ground works, oil removal, warranties and aftercare. Provisional sums should be obvious.
FLO’s survey route is designed to produce a written whole-system quote. If an intrusive check is still required, it should be identified before contract rather than emerging as an unexplained variation.

Questions people also ask
Is oil-tank removal always included?+
No. It should be a specific line item stating whether fuel removal, cleaning, cutting, lifting and disposal are included.
Can Scottish funding cover radiator upgrades?+
Necessary heating-distribution upgrades can be eligible when required for effective heat-pump operation, subject to the current scheme terms and approval.
Can I keep the oil boiler as backup?+
A hybrid arrangement is technically possible in some circumstances, but it changes design, controls, funding eligibility and long-term running-cost assumptions.
